Technology is rapidly transforming the way governments function, economies grow and societies connect. For Nepal, digital transformation is no longer simply an ICT agenda — it is increasingly a question of governance, development, competitiveness, national capacity and international cooperation.

IRGDD’s Tech Diplomacy initiative creates a bridge between technology, public policy and international relations, bringing together government institutions, municipalities, technology companies, ICT associations, universities, development partners, diplomatic missions and international technology networks.

Our objective is simple: to connect Nepal with the knowledge, technologies, institutions and partnerships required to build a more digitally capable, innovative and globally connected country.

What is Tech Diplomacy?

Tech Diplomacy is the use of international dialogue, policy engagement, strategic partnerships and knowledge exchange to advance technology-led national development. It goes beyond promoting technology. It asks:

• How can technology improve public services?

• How can governments adopt international digital best practices?

• How can Nepal’s technology sector connect with global markets?

• How can international technology partnerships strengthen national capacity?

• How can digital transformation support sustainable development?

• How can policy keep pace with rapidly changing technologies?

• How can technology contribute to stronger international cooperation?

IRGDD views technology as both a development instrument and a diplomatic bridge.

The Six Pillars of Tech Diplomacy

1. Digital Governance & Public Service Transformation

    E-government, digital public services, municipal digital transformation, digital public infrastructure, smart cities, GIS and geospatial governance, digital identity and citizen-centred services — ensuring digital transformation produces better governance, not just new technology.

2. Technology Policy & Institutional Dialogue

     Dialogue between policymakers, technology experts, businesses, academia and civil society on AI and responsible AI, data governance, cybersecurity, digital trust, regulation, standards and digital inclusion — encouraging innovation while protecting public interest.

3. International Technology Partnerships

     Facilitating partnerships between Nepali institutions and international technology companies, ICT associations, universities, digital-government agencies and innovation ecosystems — through knowledge exchange, technical cooperation, investment, capacity building, pilot projects and technology transfer.

4. Technology Diplomacy for Municipalities

       Digital building permits, GIS-enabled municipal services, smart urban planning, digital revenue systems, citizen-service platforms, urban data and climate-resilient cities — helping municipalities learn from international experience while developing solutions appropriate to Nepal’s own context.

5. Technology, Investment & Economic Diplomacy

      Connecting technology with foreign direct investment, international business partnerships, technology transfer, startups, digital exports, skills development and global market access. Nepal should not only consume technology — it should develop, adapt, export and invest in it.

6. Knowledge Exchange & Global Best Practices

    Comparative learning from India, Singapore, Estonia, the European Union, the Gulf countries and other emerging economies. Our approach: Learn globally. Adapt locally. Build nationally. Connect internationally.

Nepal’s Digital Urban Transformation

One important area of IRGDD’s work is the intersection of technology, urban governance and public service delivery. Nepal’s transition towards integrated electronic building-permit systems provides an important example. An e-Building Permit System should not be understood merely as software for submitting building applications.It can become a platform for:

IRGDD will also develop a knowledge ecosystem through policy papers, comparative international studies, expert interviews, technology diplomacy articles, roundtables, conferences, workshops, international exchanges, research partnerships and digital publications. Through its broader communication ecosystem, including The Diplomat Nepal, IRGDD supports informed public discussion on technology, diplomacy and development while maintaining appropriate editorial independence.
